Incorrect.
You may fix illegal ranks in any order. Since there are 2 simultaneouly
illegal ranks in the situation described, they may be fixed however the
player desires.
So it is acceptable for you to fix the illegal ranks by moving morghen
forward, which fixes the third rank, then moving him forward again, which
fixes the second rank.
